Jessica L. Duggan is a member of Denton's Energy, Transportation, and Infrastructure and PPP sectors. Her practice includes environmental, land use and natural resources law, with a particular focus on advising project developers, public agencies, Indian tribes and trade associations on the National Environmental Policy Act (NEPA) and other environmental impact assessment laws. Jessica's practice also involves all aspects of environmental due diligence and counseling clients on environmental compliance matters in a wide range of corporate transactions. She advises national and multinational clients on compliance with domestic and international hazardous materials laws and regulations including the Comprehensive Environmental Response, Compensation, and Liability Act, the Clean Air Act, the Clean Water Act and other statutes.
Jessica is also active in Dentons' Native American Law and Policy practice, where she is an active member of the firm's tribal litigation practice team. Specializing in tribal sovereignty, sovereign immunity and related jurisdictional issues, she has represented tribal interests in a variety of litigation contexts, both as plaintiff and defendant. Jessica also has experience litigating patent infringement and intellectual property cases in the district courts and before the International Trade Commission.
Jessica is an enrolled tribal member of the United Houma Nation.
