Washington, DC—Washington, DC Capital Markets partner Richard Horn’s work was honored with the Center for Plain Language’s (CPL) Grand ClearMark Award. The accolade recognizes the exceptional succinctness and clarity of the Consumer Protection Financial Bureau's (CFPB) Loan Estimate Form that is required by the agency’s mortgage disclosure rules. The CFPB, as the year's grand prize winner, was selected for simplifying the two current dense home loan disclosures (the Good Faith Estimate and Truth in Lending statement) into an accessible document that achieves its objective of providing clear, comprehensive information to consumers navigating the complex mortgage market.

While senior counsel and special advisor in the CFPB’s Office of Regulations, Richard led the final rulemaking for the integrated disclosures under the Truth in Lending Act (TILA) and the Real Estate Settlement Procedures Act (RESPA), in addition to the design and consumer testing of the disclosures.

Having joined Dentons in 2014, Richard applies his experience in the nascent consumer protection agency by helping clients navigate the regulations issued by the CFPB.  He advises clients on other federal and state laws and regulations affecting the consumer financial services industry, including UDAAP, fair lending, state high cost loan restrictions, and state licensing requirements. He also advises clients on federal and state examination, investigations, and enforcement actions, including by the CFPB.

The award marks the CPL’s 11th consecutive year honoring the best plain language communication written for consumers by government, private companies and non-profits.
