On May 9, 2022, the Federal Secretary of Energy issued Resolution No. 330/22 (“the Resolution”) launching an expression of interest request for the development of renewable energy projects and associated storage infrastructure.

The purpose of the Resolution is to improve the sustainability and reliability of the national interconnected energy system in accordance with the obligations established in the Paris Agreement and the objectives set forth in Law No. 27,191 concerning the Federal Promotional Scheme for the Use of Renewable Energy for Power Generation.

In other words, the Resolution reinforces the commitments adopted by Argentina regarding the net-zero transition.

As regards the scope of the Resolution, it comprises two main projects:

1. renewable energy projects and
2. the installation of batteries or other storage systems in renewable power plants and/or at transmission interconnection points or distribution networks to improve the management of the national interconnected system and reduce forced generation.

In essence, the expression of interest (“EOI”) must include the following:

1. a letter communicating the interest to participate in the call launched, including the address, telephone number, email address and point of contact,
2. a brief description of the interested party, including the credentials regarding similar projects,
3. a conceptual description of the preliminary project, including the technology employed, capacity, location, interconnection points used and any other relevant information, and
4. the estimated costs and compensation.

To submit a proposal the interested party must be a private or public company which does not need to be registered with the Wholesale Electric Market. The proposal must be filed online by June 30, 2022, and the presentation must be sent to an email that will be informed by CAMMESA (the Government-administered company entrusted to manage the Wholesale Electricity Market).

Finally, the information included in the EIO concerning the preliminary project is considered confidential throughout the entire process.
