The Office of the Comptroller of the Currency (OCC) announced on Tuesday that it would be accepting applications for special-purpose national bank charters for financial technology companies, hours after the Treasury Department released a report approving that step (among other required innovations in the regulation of banking).
The IRS has proposed new regulations that would clarify what arrangements qualify as "pass-through certificates," what obligations are considered to be "of a type offered to the public" and other questions important to issuers, funds and other investors. With Puerto Rico's debt and humanitarian crisis rapidly worsening, the White House, the Speaker of the House and Congressional leadership from both sides of the aisle have tentatively agreed to a compromise bill that, if enacted into law, would create an oversight board and other mechanisms to limit fiscal harm to the island territory and start Puerto Rico on the road toward stabilizing its finances.
