Changes introduced by ANRE Order No. 20/2025 to the grid connection framework

Romania: On May 29, 2025, the Romanian Energy Regulatory Authority (ANRE) published Order No. 20/2025 in the Official Gazette. This order introduces substantial amendments and additions to the existing regulatory framework for connecting users to public electricity networks, as originally approved by ANRE Order No. 59/2013. The new provisions are effective as of 1 June 2025, aim to clarify responsibilities, improve transparency and introduce operational safeguards in the grid connection process. Romania moves forward with offshore wind: Call for Expressions of Interest to define future concession zones

Romania: A critical preparatory step towards wind farm development in the Black Sea was taken on 16 May 2025, with the Ministry of Energy’s call for Expressions of Interest to prepare a specialized study identifying the Black Sea offshore zones suitable for wind farm development. The study is envisioned under Law 121/2024 on Offshore Wind Energy, a key component of Romania’s National Recovery and Resilience Plan (PNRR).

Romania looks to boost PPAs following RED III transposition

Romania: The target for renewable energy consumption in Europe is to reach at least 42.5 percent by 2030 for all sectors, under Directive (EU) 2023/2413 of the European Parliament and of the Council. Known as RED III, it encourages the conclusion of power purchase agreements (PPAs) by requiring member states to adopt various measures.
