Sharon Gay is a partner in the Public Policy practice and serves as office managing partner of the Firm’s Atlanta office. She concentrates her practice in state and local government law, particularly in the areas of land use and zoning, tax allocation district financing and other economic development incentives, transportation, public-private partnerships and political law.
Sharon uses her experience in land use and zoning and economic incentives and her knowledge of local governments and communities to facilitate office, residential, retail, and mixed use development projects and redevelopment of industrial properties. She has played an instrumental role in the development of Ponce City Market, Atlantic Station, Avalon, Glenwood Place, Madison Yards, Stockyards, Atlanta Dairies, and Krog Street Market and the revitalization of downtown Atlanta. She has advised property owners and local governments on the creation and operation of community improvement districts and park conservancies. She has also advocated for and assisted in the financing of affordable and mixed income housing.
Sharon is recognized as a key player in pioneering the use of tax allocation district financing in Georgia. She has worked with local governments and developers throughout the state to create tax allocation districts to provide funds for community redevelopment. During her career, she has helped fund over $2 billion in infrastructure financing through the use of tax allocation districts for projects from Acworth to Augusta, including Atlantic Station, Camp Creek Marketplace and Camp Creek Business Park, and a number of developments around Centennial Olympic Park. She has worked with both public sector and private sector clients to amend state legislation and local laws to facilitate economic development, brownfield redevelopment, community improvement districts, and water and waste water privatization projects.
Prior to joining Dentons, Sharon served as Vice President - Governmental Affairs for the Metro Atlanta Chamber of Commerce and as Deputy Chief of Staff and Executive Counsel to the Mayor of Atlanta. In addition, she clerked for Judge Horace Ward, United States District Court, Northern District of Georgia and for Chief Judge Jack Sognier, Georgia Court of Appeals.
During law school, Sharon served as Notes and Comments Editor of the Emory Law Journal.
