The Roadmap for ensuring the Republic of Uzbekistan's inclusion in the Open Budget Survey of the International Budget Partnership from 2020, which was adopted by the Resolution of the President in 2019¹, provided for the evaluation and publication of state budget expenses by types of beneficiaries. Currently, in order to foster further openness and transparency in this sphere, a special information portal on public procurement publishes information on goods (works, services) purchased by public customers, as well as the names, founders and beneficiaries of suppliers. Moreover, according to the Resolution of the Cabinet of Ministers², public customers must provide the Ministry of Finance with information about beneficiaries of contractors in public procurements. The measures aim to ensure openness and transparency of public procurement under the loans provided by the International Monetary Fund (IMF).

Information about beneficial owners and founders of suppliers of procurements made by public customers, as well as of funds of the Anti-Crisis Fund under the Ministry of Finance, shall be placed in the public domain. In addition, this information can be accessed through the official website of the Ministry of Finance and its pages in social networks, as well as through electronic systems of operators of the special information portal on public procurement.

Furthermore, the newly adopted Resolution of the Cabinet of Ministers³ establishes requirements for information that are mandatory to publish on the official websites of business entities with a state share in the charter capital of 50 per cent or more, as well as state unitary enterprises (SUEs).

The following is mandatory information that must be published:

• the main activities and objectives of the enterprise;
• charter capital and its distribution;
• company charter;
• organizational structure, structural subdivisions, branches, representative offices, ministries and departments that perform the functions of the owner (founders, shareholders, participants) on behalf of the state, as well as the name of the enterprises having a share, their legal address and contact details (phone number and email) and working hours; 
• reference information about the heads of the enterprise (director or chairman and their deputies);
• list of affiliated persons and beneficiaries of the enterprise etc.

In addition, during the subsequent month of the reporting period, the following information is required to be published, based on the results of each quarter:

• information on the status of the implementation of the business plan and the results of the programs in the development strategies;
• reports on the balance sheet and financial results;
• information on procurement, including a complete list of import purchases and substantiated information on the need for import purchases and measures to reduce them;
• decisions made at a general meeting of the company's governing bodies.

Uzbekistan consistently takes measures to ensure openness and transparency of activities of state-owned enterprises and state unitary enterprises in order to increase the country’s attractiveness to foreign investors.
