Following the enactment of the Law “On civil service” and ethical regulations, Uzbekistan’s Anti-corruption agency issued the “Order on gifts acceptance regulation by civil servants,” No. 54 dated 11 March 2023 (approved by the Ministry of Justice, no. 3425 dated March 13, 2023). Below, we provide you with a brief overview of the key requirements.

What is prohibited?

Civil servants are forbidden from receiving any gifts in exchange for the performance or non-performance of their official duties in the interest of individuals and legal entities. These rules apply to family members of civil servants. Specifically, acceptance of a gift by family members is equal to the acceptance of the gift by the civil servant.

What is allowed?

A civil servant may accept gifts during business trips abroad, during international and other official events, including in Uzbekistan. Gifts should be accepted openly and transparently, without damaging the reputation of the state body, and meet the following gift criteria:

• It complies with the requirements of Uzbek legislation and internal departmental documents of the state body.
• It has been dedicated to a specific international or other official event and is presented voluntarily.
• It does not lead to a conflict of interest or risk of corruption. In particular, it should not create obligations that affect impartial decision-making.
