Japan has pledged US$6.3 billion in aid to Ukraine, making it the second-largest bilateral donor after the United States. This financial support includes nearly US$1 billion in grants, aimed at ensuring that Ukraine can meet its priority expenditures on time and in full. The Japanese Ministry of Finance has indicated that this support will continue, highlighting the importance of international assistance in bolstering Ukraine’s financial capacity.

Humanitarian and reconstruction aid

On February 19, 2024, Tokyo hosted the Japan-Ukraine Conference for the Promotion of Economic Growth and Reconstruction. This conference marked a significant milestone in the bilateral relationship, resulting in the signing of over 50 cooperation documents between the public and private sectors. Prime Minister Kishida emphasized that support for Ukraine is an “investment in the future” of both countries and the world. The conference highlighted Japan’s commitment to supporting Ukraine’s economic development, across key sectors including agriculture, manufacturing and IT.

Contributions from Japanese organizations

Several Japanese organizations have played key roles in supporting Ukraine. Nippon Export and Investment Insurance (NEXI) provides insurance for Japanese companies investing in Ukraine, thereby facilitating economic activities and reconstruction efforts. Additionally, the Japan International Cooperation Agency (JICA) has been actively involved in various projects aimed at rebuilding critical infrastructure and enhancing Ukraine’s resilience.

Future cooperation

Looking ahead, Japan and Ukraine are exploring potential cooperation in supporting Ukraine’s private sector through access to preferential financing. This partnership aims to foster economic growth and stability in Ukraine, leveraging Japan’s expertise in economic development and infrastructure projects.

For example, on June 13, 2024, during his visit to Italy for the G7 Puglia Summit, Prime Minister Kishida Fumio met with President Volodymyr Zelenskyy and signed the “Accord on Support for Ukraine and Cooperation between the Government of Japan and Ukraine” (also known as the “Japan-Ukraine Support and Cooperation Accord”). This significant agreement highlights Japan’s enduring commitment to supporting Ukraine’s recovery and reconstruction efforts.

• Areas of support and cooperation: The Accord outlines various areas of collaboration, including security and defense, humanitarian support and recovery and reconstruction.
• Private sector involvement: The Accord emphasizes Japan’s support for pilot investment projects in Ukraine, facilitated by JICA. JICA will assist Japanese businesses in implementing these projects, contributing to the development of Ukraine’s private sector and industrial policy instruments. Notably, 14 Japanese companies have expressed readiness to explore investments in the Ukrainian economy.
• Expert assistance and investment attraction: JICA’s role extends beyond financial support. It aims to enhance the attractiveness of Ukraine’s private sector for investors by providing expert guidance. Additionally, the Accord encourages financing for joint projects and the supply of Japanese equipment to further boost investment.

As the first non-Atlantic country to base an agreement on the G7’s “Joint Declaration of Support for Ukraine,” Japan has reinforced its commitment to international solidarity and the principles of peace and stability.
