US President Biden announced the supply of advanced rocket systems -- M142 High Mobility Artillery Rocket System (HIMARS) -- and munitions that could strike with precision at medium-range Russian targets as part of a new $700 million weapons package. In an essay published Tuesday in the New York Times, President Biden explained the intent: “America’s goal is straightforward: We want to see a democratic, independent, sovereign and prosperous Ukraine with the means to deter and defend itself against further aggression…We do not seek a war between NATO and Russia.”
