Across the EU and its near neighbors, legislated climate targets require huge and rapid growth in renewable electricity generating capacity by 2030 and beyond. In many jurisdictions (some with mature renewables sectors and others where renewables are much less well-established), the market is delivering this. However, as the ESG agenda spurs corporate demand for renewable PPAs, and attention turns to the need to electrify heat and transport, there is always a need for more renewable energy. Yet the potential barriers to expanded deployment sometimes feel all too familiar.

To meet the greenhouse gas emissions reduction targets set in the European Climate Law adopted in 2021, the EU will need to commission at least twice as much wind and solar capacity as it is expected to commission in 2022—every year for the rest of the decade. The projected increases in installed capacity in several individual European jurisdictions are even more dramatic. No less striking are the structural changes, within and beyond the energy sector, implicit in the EU’s “Fit for 55” Package, and the emergence of a new energy geopolitics based around the anticipated cost and security of hydrogen imports from various non-EU jurisdictions worldwide.
