The main reforms and law provisions enacted in connection with the NRRP so far are:

• Law Decree no. 77 of May 31, 2021, “Semplificazioni bis” (i.e.: Simplification) converted into Law no. 108 29 July 2021.
  The decree comprises two main parts: Part I focusing on the governance of the NRRP, and Part II which aims to simplify and speed up administrative procedures. Included among the new measures affecting public procurement regulation are new rules for equal opportunities and labor inclusion of disabled persons (click here to read a commentary on this topic, in Italian).
  
  
• Reform of the criminal trial, Law no. 134, September 27, 2021.
  This long-awaited reform aims at resolving some critical issues related to criminal trials in Italy, in particular their extreme and endemic slowness. Click here for a commentary on this reform (in English and Italian).
  
  
• Tax Reform, Draft Law (Disegno di legge) C 3343, October 5, 2021.
  The draft law’s main objectives are essentially threefold: (i) growth of the economy by improving efficiency of the tax structure and reducing the tax burden on income derived from the use of the factors of production, (ii) rationalization and simplification of the tax system; (iii) reduction of tax evasion and tax avoidance.
  
  
• Reform of the civil justice, Draft Law (Disegno di legge) no. 3289, November 25, 2021.
  This reform introduces measures to improve the efficiency of the civil justice system, revises the discipline for ADRs; and introduces a series of urgent measures for the rationalization of both the enforcement proceedings and of the proceedings concerning the rights of individuals and families.
  
  
• Annual Draft Law for Competition (Disegno di legge sulla Concorrenza), November 4, 2021.
  This draft law includes some important changes to align Italian merger control rules to EU standards. Moreover, it affects various economic sectors, such as local public services and transport, energy, waste management systems, health protection, and electronic communications networks.
  
  
• New decree implements RED II Directive, puts focus on renewables
  Legislative Decree 199/2021 (Decree), which implements EU Directive 2018/2001 on the promotion of the use of energy from renewable energy sources (RED II) has been published in the Italian Official Gazette and entered into force on December 15, 2021. The Decree contains provisions for implementing the National Recovery and Resilience Plan (NRRP), with the aim of identifying a set of coordinated policies and instruments.
