The National Recovery and Resilience Plan (NRRP) outlines a comprehensive package of reforms and investments to access the financial resources made available by the European Union through the Recovery and Resilience Facility (RRF).

The funds, to be used from 2021 to 2026, amount to:

• €191.5 billion (of which €68.9 billion are non-repayable funds and €122.6 billion are loans), funded through the Recovery and Resilience Facility,
• €30.6 billion in national resources from the Complementary Fund,
• €13 billion from React EU (Assistenza alla Ripresa per la Coesione e i Territori di Europa).

The NRRP is split into 16 areas (the Components). Investment and reform projects are directed into the respective Components, which are grouped under the following 6 Missions:

1. Digitization, Innovation, Competitiveness, Culture: The aim of this Mission is to promote the country’s digital transformation, supporting innovation in the production system and investing in two key sectors for Italy—tourism and culture.
2. Green Revolution and Ecological Transition: This Mission’s main goals are to improve the sustainability and resilience of the economic system and ensure a fair and inclusive environmental transition.
3. Infrastructure for Sustainable Mobility: Here, the primary objective is to develop a modern, sustainable transport infrastructure extending to all areas of the country.
4. Education and Research: This Mission aims to strengthen the education system, digital and technical-scientific skills and provide for transfers of research and technology.
5. Inclusion and Cohesion: Components in this Mission are intended to facilitate labor market participation, including through training, including strengthening active labor market policies and fostering social inclusion.
6. Health: This mission is directed toward strengthening local prevention and health services, which includes modernizing and digitizing the health system and ensuring equal access to care.

The NRRP envisages 151 Investments within the various Components of the six Missions. The objective of the Investments is to boost the country’s productivity and the growth of Italian economy, to make it more digital, dynamic, sustainable and inclusive.

The NRRP’s lines of action are accompanied by a strategy of reforms. They address—in line with the Commission’s Recommendations—the country’s weaknesses from a structural perspective, with the overall goal of recovering and further strengthening Italy’s economic and social system in the face of the transformations caused by the COVID-19 pandemic crisis. The actions implemented are aimed not only at increasing the potential for growth, but also at reducing the persistent regional, intergenerational and gender disparities that hinder the economic development.

The NRRP envisages 63 reforms, divided into 3 types:

1. Horizontal or contextual reforms of cross-cutting interest to every Mission—they entail structural innovations in the justice and legislation systems, capable of improving equity, efficiency, competitiveness as well as the overall Italian economic climate.
2. Enabling reforms, which include functional interventions to ensure the implementation of the NRRP and, in general, to remove obstacles in the administrative, regulatory and procedural process that condition economic activities and that improve the quality of services provided.
3. Sectoral reforms, which include regulatory innovations relating to specific areas of intervention or economic activities, designed to introduce more efficient regulatory and procedural regimes in the respective sector.

Launched €1 billion in PNRR investments for renewables and batteries (in Italian)

Italy: The implementing decree for PNRR investment 5.1 “Renewables and Batteries”—part of Italy’s Na-tional Recovery and Resilience Plan—has been published in the Official Gazette. Applications for incentives, which will be awarded through development contracts, can be submitted starting from April 11, 2022 .

In accordance with art. 47, paragraph 8, of Legislative Decree no. 77 of May 31, 2021 (the so-called "Simplification Decree 2021") - converted, with amendments, by Law no. 108 of July 29, 2021 - having as its object the "Governance of the National Recovery and Resilience Plan and initial measures to strengthen administrative structures and accelerate and streamline procedures", the DPCM of December 7, 2021, published in the Official Gazette no. 309 of December 31, 2021, was approved and entitled "Adoption of guidelines aimed at promoting gender and generational equality of opportunity, as well as the employment inclusion of people with disabilities in public contracts financed with the resources of the PNRR and PNC".
